Effects: Let's go back to the Genin days of Naruto Uzumaki. Naruto couldn't do much with his seal. In fact, he could rarely even activate it. This will be the same, except a little less. You won't be able to do any amazing things here, just a few upgrades.
How to reach effects: How does it activate. For Genin, this can not be user activated. It has to be activated by an outside source. For chunnin, it can be anything.
Downsides: You do not have to have a downside. Unless of course the effects are way powerful. Naruto's only downside, was that his body was slightly beaten up after he went all one-tails on someone. Sasuke never experienced much problems after his first experience with the seal in the forest of death.
