The feudal lords are a whole lot different than the Kage and the Tailed Beasts. To become a Feudal Lord, means that you run an entire country, which will also require a more complicated history for the character in question.
The Main 5 Daimyo, or Feudal Lords, are the

Fire
Lightning
Water
Wind
To be able to obtain a spot for this, you must give a fully details background on the character, from birth up to how he obtained the spot and who gave it to him. The feudal lords are mainly going to be NPCs due to how they're not always included in many things.
